In our Centre, you can order statements for embassies, organizations for the recognition of qualifications or educational institutions abroad. In accordance with the Resolution No. 924 of the Cabinet of Ministers of Ukraine "Issues of the National Information Centre of Academic Mobility", dated August 31, 2011, the Centre has the authority to verify the authenticity of educational documents, provide information and clarification on national legislation in the field of education, in particular, the structure of the education system, the procedure for awarding qualifications, the accreditation status of Ukrainian educational institutions, licensing of educational services, issuing educational documents, etc.
Statements are drawn up in Ukrainian and issued on the official letterhead of the State owned company "Information and Image Centre" to be presented to whom it may concern. If necessary, statements can be certified with an apostille of the Ministry of Education and Science of Ukraine.
Statement on Completed Education Verification and Rights
(Statement of the І or ІІ Category of Complexity)
Such a statement may be issued by your educational institution. However, if it is impossible for you to apply there, the Centre will be able to provide a Statement on Completed Education Verification and Rights, which, after verifying the information, will confirm the fact of your studies and issuance of the document, and indicate academic and professional rights (in terms of educational requirements).
Statement on the Assessment System in Ukraine
(Statement of the І or ІІ Category of Complexity)
This statement may be needed for submission to educational institutions abroad that require additional information about the Ukrainian assessment system due to differences in standards for assessing learning outcomes in various countries at different times.
Statement on the Impossibility to Verify Educational Documents
(Statement of the І Category of Complexity)
This statement can be obtained for educational documents issued by educational institutions, the archives of which are located in the territory of Ukraine temporarily occupied by the russian federation, for which it is impossible to obtain confirmation of the fact of issuance and other additional information required for affixing the apostille of the Ministry of Education and Science of Ukraine to these documents (verification for further submission to a foreign organization).
The statement is issued for educational documents that correspond to the forms and templates approved by the regulatory and legal acts of Ukraine that were in force on the date of their issuance.
After analyzing the educational documents, the statement will state that the documents meet all the requirements of the standards and instructions for their drawing up that were in force in Ukraine on the date of their issuance; information that signature and seal (if any) affixed to the document correspond to the samples, as well as the reasons for the absence of an apostille on the educational document, will be indicated.
Statement on the Obtained Academic Qualification and the Period of Study

If you are unable to restore a lost or damaged educational document, our Centre can provide a Statement on the Obtained Academic Qualification and the Period of Study at an educational institution based on data contained in the Register of Educational Documents of the Unified State Electronic Database on Education and other sources. If possible, the statement will also indicate the rights to continue education (academic rights).

Statement on the License and Accreditation of Higher Education Institutions and Professional Pre-higher Education Institutions
(Statement of the ІII Category of Complexity)
Such a statement may be required to confirm the status of a Ukrainian higher education institution or professional pre-higher education institution, which confirms the legality of issuance of an educational document.
Statement on Teacher Education Verification
(Statement of the ІII Category of Complexity)
This statement may be required if you need to prove your diploma validity, that you have never been deprived of it and you have the right to work under the obtained pedagogical specialty. The statement may also indicate information about your work experience as a pedagogical worker within the relevant qualification based on the data in your employment record book.
Statement on the Confirmation of Information Contained in a Paper Copy of an Electronic Document Related to the Field of Education and Science

This statement will be required if you need to certify with an apostille of the Ministry of Education and Science of Ukraine an electronic document or a paper copy of an electronic document related to the field of education and science (in particular, an Information Card for a National Multi-Subject Test Certificate, an Excerpt from the Register of Educational Documents of the Unified State Electronic Database on Education regarding an educational document, an Excerpt from the Unified State Electronic Database on Education regarding educational documents and information on the person's education, a Certificate of Professional Qualification, Certificate of Experience and Certificate of Good Standing for a Healthcare Worker, etc.).
Given that the apostille of the Ministry of Education and Science of Ukraine is affixed to the originals of educational documents, electronic documents or paper copies of electronic documents (hereinafter referred to as e-documents) cannot be certified with an apostille. The Centre’s statement will confirm the information contained in the e-document and will contain a copy of the e-document as an annex. Such a statement, together with the annex, is certified with an apostille.
To order a statement, you need to provide:
- copies of the educational document and its supplement;
- consent for personal data processing from the applicant and the documents’ holder (if they are different persons);
- a copy of the Certificate of Name Change (if available).
To order a Statement on Teacher Education Verification, the following need to be provided additionally:
- notarized photocopies of all pages of the employment record book or an excerpt from the electronic employment record book generated on the Web Portal of Electronic Services of the Pension Fund of Ukraine, together with a copy of the employment record book;
- name of the organization for which the statement is issued, its address, and the student registration number (student ID) in this organization (if any).
